Stella Tsai advises public sector, non-profit and commercial clients in a broad range of practice areas including municipal liability, business transactions, privacy and confidentiality, employment, regulatory compliance and data licensing. In addition, Tsai has served as national coordinating counsel in products liability litigation and has significant experience in defense of products liability and insurance coverage matters. Her recent experience in complex commercial litigation includes the representation of the City of Philadelphia in preventing the elimination of paper Transfers by the Southeastern Pennsylvania Transportation Authority and defending a civil rights suit, which was dismissed with prejudice, alleging racial discrimination in the implementation of certain regulations of the Pennsylvania Liquor Code.
Ms. Tsai re-entered private practice after serving as Chair of Administrative Law at the City of Philadelphia Law Department from 2000-2003. At the City, Ms. Tsai managed 45 attorneys who represent and counsel the Department of Human Services, the Department of Public Health, the County Office of Mental Health and Mental Retardation and the Office of Emergency Shelter Services in various court and administrative proceedings and transactions. She also acted as the Law Department’s liaison to the City’s Social Service agencies.
She also supervised the attorneys who represent the City and its departments in matters arising under the Civil Rights Act of 1964, the Americans with Disabilities Act, the Age Discrimination in Employment Act, and various other federal statutes. These cases were litigated in the federal courts and the State's trial and appellate courts, the Philadelphia Civil Service Commission, the Pennsylvania Labor Relations Board, and the American Arbitration Association. After returning to private practice, Ms. Tsai served as counsel to The City of Philadelphia Civil Service Commission.
