This Second Draft of Revised Sign Controls will be presented at the April 17th, 2012 Planning Commission meeting.  
This report summarizes public feedback the Philadelphia City Planning Commission (PCPC) solicited to inform revisions to sign control language in the Philadelphia Zoning Code. PCPC implemented a civic engagement strategy to collect this feedback in the winter and spring of 2012. 
The City Planning Commission will be considering these regulations for adoption at its April 17, 2012 meeting.  The Second Draft of the Zoning Administrative Manual (ZAM) reflects the latest regulations relating to Registered Community Organizations and Civic Design Review and includes changes recommended by the public.  A copy of the public comments on the ZAM are also available for review. 
This draft Central Delaware Riverfront Overlay is intended to assist with the implementation of the Central Delaware Master Plan as adopted by the Planning Commission on March 6th, 2012.  The draft overlay is designed to reinforce connections to the river.
The implementation of the new zoning code, which goes into effect on August 22, 2012, requires an amendment to the regulations of the Planning Commission to incorporate administrative procedures for new zoning processes such as Civic Design Review and the registry of community organizations and to incorporate submission requirements that have been deleted from the zoning code.  
This presentation includes highlights of changes to the sign controls of the zoning code.
We welcome your comments on the Preliminary Draft of the Revised Sign Controls of the New Zoning Code.  Please submit your comments to zoning.commission@phila.gov.Comments received on or before March 30th will be considered in the development of the second draft to be published on April 17th.  Comments received after that date will be reviewed as soon as possible.  
The City has created this draft Zoning Administrative Manual (ZAM) to be a step-by-step guide through Philadelphia's zoning process under the new zoning code. The public comment period on the ZAM ends on March 30, 2012.
An inter-agency sign controls working group is conducting this visual preference survey to learn what kind of signs you would prefer to see in Philadelphia.
